I would have to say no for a few reasons -
1) we don't want anyone becoming a total animal, that's the main thing. I can see it's not a total change but we don't want humans/Changlings in animal bodies or turning in to an animal as it would murder our plot
2) humans here are too afraid of the shadow hunters and such like to trust Mage craft and such like to try to do the things these types of people would do
3) the things you mention would be considered Mage craft which can be done by mages a little as it is now, but Mage craft is currently feared and frowned upon
